Shearer is a director and senior research fellow at the Lowy Institute, an independent foreign policy think tank based in Sydney. A Cambridge graduate with a master's in international relations, Shearer has worked in Australia's Washington DC embassy and as a foreign policy adviser to former prime minister John Howard.
