After studying law, Hakura worked at the European Commission and the World Bank before founding the management consultancy firm Conkura in 2001. A guest-lecturer on EU-Turkey Accession at University College London, he joined Chatham House in 2005 as an associate fellow specialising in Turkey and Europe.
