Dr Sato is an expert on defence policy and arms proliferation. A former senior research fellow at the National Institute for Defense Studies, he is also a committee member of the Security Trade Controls Working Group at the Japanese Ministry of Economy, Trade & Industry. He graduated from the University of Hitotsubashi and the George Washington University, where he was a Fulbright scholar.
