After graduating from Tokyo University in 1982, Takamatsu went on to become one of the founding members of the Japan Tourism Board before establishing the Japan Tourism Marketing company in 2000. He is a committee member of the Japanese Ministry of Environmental Affairs and is an expert panelist of the World Tourism Organisation UNWTO.
